About Us
The Quad Cities Land Bank Authority (QCLBA) is an intergovernmental agency formed in April 2022 by the Illinois Cities of Moline, Rock Island, and East Moline. The City of Silvis joined the organization in March 2024.
The QCLBA offers a tool to create pathways to address systemic property vacancy issues. Land Banks work to combat community deterioration by returning property to productive use in order to support open space, housing, businesses, and employment for citizens.

Mary is responsible for the overall management and operation of the Quad Cities Land Bank Authority. She maintains key partnerships and priorities as directed by the Board of Directors.

The Board is comprised of voting board members from each supporting partner, and non-voting expert directors. We are fortunate to have such talented individuals guide this important program.

QCLBA Board Meetings
The Quad Cities Land Bank Authority Board of Directors meet at 10:30 am on the third Monday of each month. Board meetings are held in the Committee of the Whole (COW) conference room at Moline City Hall, 619 16 th Street, Moline, IL.
