What We Do
The Quad Cities Land Bank Authority (QCLBA) is an intergovernmental agency working to acquire vacant, abandoned, or dilapidated properties in the Illinois cities of Rock Island, Moline, East Moline, and Silvis.
We collaborate with community partners to transform properties into positive community and neighborhood assets. These properties have been rejected by the open market, allowing us to eliminate their liabilities and transfer them to new owners in support of local government plans and priorities.
